Russians have taken several of Kherson Oblast’s local leaders to left bank of Dnipro River


The police have reported that the Russian occupiers have abducted several heads of hromadas in Kherson Oblast and taken them to the left bank of the Dnipro River. [A hromada is an administrative unit designating a town, village or several villages and their adjacent territories – ed.]

Details: The police currently do not know the whereabouts of several heads of hromadas in Kherson Oblast who did not surrender to the Russian occupiers. However, they are certain that some of them were taken to the left bank of the Dnipro River after the Russians fled Kherson. 

Quote: “The Russian occupation government hunted down people who stayed loyal to Ukraine. 



Their victims included activists, veterans of the Anti-Terrorist Operation (ATO), former military service members and law enforcement officers who stayed in Kherson or in the oblast during the occupation.” [ATO is a term used in 2014-2018 to describe combat actions that took place in the Ukrainian territory of Donetsk and Luhansk oblasts under the control of Russian military forces and pro-Russian separatists; from 2018 and up until 24 February 2022 it was called the Joint Forces Operation – ed.]

  • On 9 November, Sergei Surovikin, the new commander of the Russian occupation forces in Ukraine, announced that the Russian Federation was transferring its troops to the left bank of the Dnipro River, which meant that the Russians were leaving Kherson.
  • On 11 November, the Defence Intelligence of Ukraine reported that Kherson was returning to Ukraine’s control; units of the Armed Force of Ukraine were already entering Kherson. The retreat routes of the Russian occupiers were under fire control of the Ukrainian army.
  • On 12 November, legitimate Oblast and City Military Administrations, as well as the Security Service of Ukraine (SSU) and the National Police of Ukraine, started functioning in liberated Kherson.
