Ukraine and Russia in secret talks on POW swaps and restarting Russian ammonia exports / The New Voice of Ukraine

A Ukrainian-Russian meeting was held last week in the United Arab Emirates to discuss further prisoners-of-war exchanges and possible renovation of ammonia export from Russia to Asia and Africa through Ukrainian pipelines.

The Reuters news agency reported on Nov. 24, referring to three sources, said the restoration of export of Russian ammonia was discussed in exchange of the POWs swap in large scale was discussed in Abu Dhabi on Nov. 17.

On that same day, Ukrainian President Volodymyr Zelenskyy said Ukraine can agree to transit the Russian ammonia only after an all-for-all exchange of prisoners of war.

The progress of the negotiation is still unknown up to date.

Reuters’ sources said the talks were mediated by the United Arab Emirates without the participation of the United Nations, which played a significant role in the negotiation of the Black Sea grain deal that allows the export of agricultural products to starving countries.

Ammonia is used for fertilizer production.

“Releasing our prisoners of war is part of negotiations over restarted Russian ammonia exports”, the Ukrainian ambassador to Turkey, Vasyl Bodnar, told Reuters. He said they’re looking for any opportunity, but he was unaware about negotiations in the UAE.

The UAE’s, Ukraine’s and Russia’s foreign ministries didn’t comment on this matter and didn’t respond to Reuters’ requests.

The U.N. representative declined to comment on these talks, as well.
