In the decree, Zelenskyy was enacting a decision of the National Security and Defense Council of Ukraine.

Syrian Prime Minister Hussein Arnous and Foreign Minister Faisal Mekdad are in the list of sanctioned persons. Hafez al-Assad’s date of birth is Nov. 11, 1965 in the list, although it is known that he was born on Sept. 11 the same year. All three Syrians have been holding their posts since 2000.

In general, however, the list consists mostly of Russians.

A number of Russian research and production enterprises, shipbuilding and aviation companies have been sanctioned, as well as some Iranian enterprises.

The sanctions are imposed for ten years and include blocking of assets, trade restrictions, and suspension of economic and financial obligations.
