Kremlin does not want to change its conditions for ending war – ISW

Analysts at the Institute for the Study of War (ISW) have pointed out that the Russian authorities are deliberately distorting Ukrainian legislation and the Constitution of Ukraine regarding martial law elections and do not intend to give in to the conditions for ending the war, which have not changed since 2021.

Details: Ukrainian President Volodymyr Zelenskyy reiterated that the Ukrainian Constitution and legislation prohibit the country from holding presidential and parliamentary elections during martial law.

Zelenskyy said that the Ukrainian authorities will be able to consider lifting martial law when the hot phase of the war is over and when Ukraine takes a strong position with a strong army, a strong weapons package and security guarantees.

Analysts reiterated that the Law of Ukraine On the Legal Regime of Martial Law, adopted in 2000, stipulates that the Ukrainian authorities might lift martial law provided that the threat of attack or danger to the state independence of Ukraine and its territorial integrity is eliminated.

More details: The report added that the Ukrainian government could not legally lift martial law while Russia continues its war against Ukraine.

Experts added that Zelenskyy had outlined the conditions that need to be met to force Russia to agree to a just peace.

Among other things, he said that Ukraine cannot achieve a just peace with a small army of 40,000 or 50,000 soldiers, which was a reference to Russian ruler Vladimir Putin’s initial demand during the Russia-Ukraine talks in Istanbul in the spring of 2022 that Ukraine demilitarise and maintain only a force of about 50,000.
